The National Joint Powers Alliance® (NJPA) is a municipal contracting agency and member-owned cooperative whose mission is to reduce the cost of purchased goods by leveraging the members’ combined purchasing power. Members can purchase products through their NJPA contracts, saving valuable time, staff resources and money. And Staples Advantage is NJPA’s exclusive provider of office and classroom supplies and furniture solutions.
NIPA (National Intergovernmental Purchasing Alliance)
National IPA is a collaboration of public agencies across the country, whose specific purpose is to reduce procurement costs by leveraging group volume. Staples Advantage is proud to offer two competitively awarded and nationally recognized public agency contracts (one for office and classroom supplies and one for furniture solutions) that allow you to purchase our extensive products and services at a lower cost.

WSCA (The Western States Contracting Alliance)
The Western States Contracting Alliance (WSCA) was formed in October 1993 by the state purchasing directors from 15 NASPO western states. The primary purpose of creating WSCA was to establish the means by which participating states may collaborate in cooperative multistate contracting. This approach helps states to cost-effectively and efficiently acquire quality products and services. Cooperative purchases are developed by member states. All governmental entities within WSCA states, as well as authorized governmental entities in non-WSCA states, are welcome to use the approved agreements. Staples Advantage was awarded the WSCA Office Supplies and Services Contract.
NPP (National Purchasing Partners)
The principle business activity of the National Purchasing Partners is facilitating group purchasing among its members. Working with NPP and League of Oregon Cities, through a publicly awarded office supplies contract, Staples Advantage makes purchasing easier for public agencies. NPP/LOC members can benefit from this program by utilizing the Staples® publicly awarded contract.

The Company: TriMet
Tri-County Metropolitan Transportation District of Oregon (TriMet) is a municipal corporation that provides transit service in the Portland, Oregon metro area. TriMet operates a 52-mile train system, 81 bus lines, a 15-mile commuter rail line, as well as specialized transportation services for seniors and individuals with disabilities.
The Challenge
TriMet maintains 750 buses and 127 trains, as well as 15 separate facilities with administrative, sales and other offices. TriMet's cleaning requirements are extensive; the organization is responsible for cleaning the building floors, vehicle floors and windows, train and bus exteriors including the wheels and engines, seating in customer waiting areas, various rest rooms - the list goes on and on.
TriMet had been using more than a dozen cleaning solutions, which resulted in significant product waste and dollars lost as the cleaning staff was using more than one product per job. In addition, the solutions were not environmentally friendly, creating a negative cumulative effect on the staff and the environment.
"We've always been an environmentally minded organization, yet struggled to find 'green' products that could get the job done," said Dan Koenig, Facilities Services with TriMet. "While our old solutions worked, we were tired of the excessive product waste and the harshness of the chemicals. We were determined to find a better way."
